To provide postdoctoral scientist and engineers the opportunity to pursue research on problems, largely of their own choice, that are compatible with the interests of the sponsoring laboratories, and to contribute to the overall effort of NRL; To provide an opportunity for concentrated research in association with selected members of the permanent NRL staff, often as a climax to formal career preparation.
